You will need

3 big straws

3 smaller straws

1 box

First you will make two holes on either side of the box

Next you take two straws tape them together and put them the two holes you just created

After that, you will make holes on the top of the box where the straws will be moving holding the items, in this case boats

You will insert the straws through the top hole so they line up and touch the big straws on the bottom

You will cut up straws into pieces and put tape on them to put on the bigger straw this will hit the smaller straws and move the items

Make sure the movers are secure on the big straws and make sure they can hit the smaller straws

Cut the straws so they are only showing a bit out of the box

Add things to the box to make it look nice and add things onto the straws so they look like they are moving in the background
