Converting 5v Power Source to 3.3v

I was working on a project (how a program spi eeprom with arduino ) since my cip mx25L4005AMC is rated at 3.6v at max to tried to drop down the source's voltage.

Here multimeter is showing the potential difference of the source( a 2600 mAh power bank)
