Start with stacking 2 of the papers then fold them vertically, then fold again, and then fold them one last time. Then at one end cut with your scissors diagonally so you have a blade. Then put tape on the long open side of the blade so it stays down.

For this step get some wire and cut it about 2 times the size of your blade then fold the wire in half. Next insert the wire through the bottom of your blade make sure it does not stick out from the top but stickers out at least 1 inch at the bottom so the handle will have a guide.

In this step, we will make the handle start by folding your 3rd paper horizontally then make sure your wire is sticking out about 3" or the width of your handle then wrap the handle slightly above the wire so it overlaps the blade by a centimeter or so then start rolling the paper around that point once your done tape the handle to the blade and tape the handle so it won't unravel. You can put some paper in the handle so it will be firm. The finishing result looks like this.
